In the current version, you can launch a photo editor for single or multiple local files from the share menu, available in the gallery and detail view. You can select the photo editor to be used in the settings.
Could you please explain why you need to manage and select from multiple photo editors? What are these editors in your case, and why isn't a single one sufficient?
In my case, I use Affinity Photo for all my photo editing, but for RAW files, I have associated the corresponding raw developer as the default app. For example, I use Capture One for RAF and Canon DPP for CR2. Currently, Photos only supports JPEG, but the idea behind the "open with default app" option, found in the share menu, is that it allows me to open the raw developer as the default app depending on the file type, but have a single go-to photo editor for other types, such as the TIFFs they produce. This is the reasoning behind the current implementation.
However, managing and selecting from multiple photo editors requires a more complex UI, which does not align well with the goal of Photos to be very easy to use. Therefore, we would need to have good reasons to introduce this complexity.

As a professional photographer, I use different editors based on the final results I am expecting (amongst other considerations). For example, if it is a quick edit, I may choose Lightroom Classic or On1 Photo Raw. If the expected Edits require exposure blending using layers, then I'd likely choose either Photoshop CS or On1 Photo Raw. If the edit is to create an HDR image where I will be merging several shots then I may choose On1 HDR stand alone, or Photoshop's HDR feature, or some other program. Focus Stacking is another place where I may choose a different editor based on content. Additionally, I may choose one of several options when editing Portraits. And finally, I might want to start my edits in Adobe Camera RAW, Capture One, DxO PhotoLab or some other editor. Essentially, it is critical that a functioning Photo Program take into account multiple editors.
Thank you for providing insight into your use case. I can clearly understand how your workflow involves a broader range of tools compared to mine, which explains your requirement for multiple photo editors. Rest assured, we will certainly factor this information into our considerations.
